Current behavior

The scroll bars are hidden/collapsed after some time when the mouse isn't over them

Expected behavior

They should remain visible if pressed, even if the mouse isn't over them

How to reproduce it (as minimally and precisely as possible)

  1. Press ScrollBar with mouse
  2. Move mouse outside the ScrollViewer
  3. Don't release the mouse, and don't move it. Just keep waiting
  4. The scrollbar will get collapsed
